A bunch of years back, I saw a good discussion on a racing message board. Sammy Swindell had done something that displeased Ted Johnson, owner of the World of Outlaws. In turn, Ted had levied a fine aganst Sammy. The discussion was about where the money went from the fine. Someone came up with the correct answer- "Ted pocketed the money, for the good of the sport".

Fast-forward several decades. Suppose that some random race franchise levied a fine against some random driver for some unspecified behavior against some unspecified other party before a race at some random track in Wisconsin. Where would the money go?

I knocked a driver out on the front stretch one time and the sanctioning series gave my winnings to the driver I laid out.  Best $200 ever....

Some racing organizations have an injured drivers fund that fine money may go to..

Imagine the other guy at work Monday when his coworkers ask him how he did at the track. 
Well.... I did win an unexpected $200 bonus... :)
