dirt, looks kinda like asphalt, where, who, when, what egnie chassis etc?

It maybe Roger (Rodger) Sowers from the Pennsylvania area. If so he was dirt track racer that raced at the Susquehanna track and all over the area in the 50's and 60's
The back tires are dirt track tires, notice the grooves.
I've seen photos of the trucks that raced in the Topeka, Kansas area in the late 50's
