Heck back in the 1950's, 60's, and 70's, there were a lot of open wheel supermodified and sprint car races that ran 100 laps without a fuel stop.

Without the stop the cars that made it towards the front would have no tires left near the end. It also not much different than the open red flags in the past. Dont forget the hundreds of weekly races that the front row wins every race. I say keep the mandatory stop you never know what can happen.

410 get about 1 lap per gallon at knoxville. A 50 lap race with 50 gallon tank. Sounds great, but what about yellow flags? A 50 gal tank would be huge, and some smaller teams could not afford to buy one for 1 race. My guess would be $2500 per tank.
