Just a suggestion.
Almost everyone has a cell phone these days. Have the local authorities (Sheriffs dept, Security etc) establish a hot line # for complaints and have the announcer broadcast it often. And have him state often that those creating problems will be thrown off the property. If there is unacceptable behavior in the area you are in, call this number, state the seat location and have the authorities show up with at least a couple officers and have others on alert. Take statements from those offended in the area, pointing out those that are causing the problems. Give them one warning. If there is a 2nd call from the same area, dispatch enough officers to remove the offenders from the property. The first and each time after this happens have the announcer broadcast that offenders have been removed from the property and the behavior will not be tolerated. Make examples out of the first offenders and few if any will follow.

I don't think this would solve the problem, but I bet it would curb it considerably. The reason there is a problem is that it seems to be a free for all and there are no consequences to that behavior. The only thing I can see that would be a problem with this idea is, how many false alarms and overly picky people will keep the cops running up and down the stands all night while we are trying to watch a race?
I like the idea--its a start anyways.

I agree, there would probably be some over reaction. However, often times, the threat of punishment (escourting people from the property) can be successful. I have been to tracks where the announcer, quite often reminded people concerning their behavior and the consequences of breaking the rules. If security makes examples of those offenders by removing them early in the event and followes through with the same punishments after, it won't be long before word gets around that drunken behavior will not be tolerated. The Nationals is a big enough event that if you throw out all the drunks, you can still fill the place up.

How about drinking and smoking on backstretch? It could be policed better.
