I'm a Civil Engineer and I had a bid opening at the City of OKC today for a waterline project that I did and as I was looking at the agenda I see this : "OCPPA Construction Item #1 MB-0987 Oklahoma City Fairgrounds 15KV Grandstand Electrical Replacement".

Maybe you guys have already discussed this or already saw it, but isn't this supposedly the issue that is shutting the track down?

Wasn't the argument that Lanny would have to pay for the electrical line issue? It looks to me like the City is about to fix it themselves and it seems that they plan on keeping the grandstand. See the statement in the web page above "...a new concrete encased underground 15KV 600 Amp 3 Phase duct bank, which will serve the grandstand and other Fairgrounds facilities. Alternate Bid items provide options and additional equipment for reconnecting the grandstand, stage area, and race track lighting.

The winning bidder (Libra Electric Co.) bid $394,000 for the base bid and a total of $1,507,500 for the base + add alternates.

This may all be old news and I just missed it on the message board but I thought I would bring it up just in case. Why is the City going to the trouble of putting in the alternates for reconnecting the grandstand, stage, and track lighting if there will be no track?

The initial plans were to replace the overhead lines and everything else was an option. Some people I talked to that knew a little more than me said that the initial plans would leave the track in the dark. As the overhead lines powered the entire fairgrounds. A few other people I talked to and myself said that the options were just a smoke screen to appease the masses sorta of speak and never would be picked up.

I was a quotations engineer for Electrical Power Systems Inc. in Tulsa, OK up until September so I have quoted a few municipal jobs for Power Distribution Centers and all types of SubStation type stuff but I can tell you that so far the city appears to have requested bids. I guess the only question is whether funding has been approved and a PO has been issued. If this is so and it has been accepted by the bidder than something sounds very fishy and this should be forwarded to whomever you can at the paper and all the tv stations especially since OKC's mayor insisted the electrical problem was the primary reason they were shutting the place down. Kind of stuiped to build new ducting to something you intended on destroying. I am assuming they still want the grandstands for monster truck shows or whatever.

I attended the mandatory PRE-BID CONFERENCE held January 6, 2010 at the State Fair Board offices which detailed the scope of work, time frame for start to completion, and Contractors eligibility.

The awarded $394,000 contract is only to satisfy the 15KV 600A underground electrical service that crosses in front of the Grandstands.

The optional Versions 1, and Versions 2, at an additional cost of $600,000 plus dollars and have not been approved by the City Council. These are added as secondary cost.

Version 1, was to demolish and reconnect the Grandstands, Stage, and Track Lighting using the existing Transformers

Version 2, was to demolish and reconnect the Grandstands, Stage, and Track Lighting. As well as test all Transformers for stability and for PCB's since they have most likely out lived their performance, and were installed 55 years ago. Bidding Contractors are responsible for testing and removing any and all Transformers that contain PCB's.

PCB's (Polychlorinated Biphenyls) were used in Transformers and Fluorescent Lighting Ballast from 1929 to 1977 as a fire retardant and insulator. In 1978 the EPA ruled against the use of PCB's since after age and use it broke down and emitted toxic fumes found to be harmful to Laboratory Rats in a controlled environment.

I read this link this morning. Since Libra was mentioned, I checked into this through ours electrians at work. Both worked for Libra & have good connections there.

Libra does not have the contract! They have only submitted the lowest bid. No contracts have been awarded to anyone! From what Libra said, its a smoke screen to get everyone off the City's back, hoping we let it go by thinking the electrical work will be done.

So don't give up on this battle, make yourself loud!!!
