For safety, consistency, and competition, why not just make it simple? Eliminate all the games and such. Set a cone halfway up the track on the starting line in turn four. Cars are nose to tail coming to the cone, and everyone obviously has to pass the cone on the outside. Leader sets the pace. When the leader hits the staring line, he takes off.
