Part of the rationale for provisionals is to keep the weekly car counts up - as it is a perk for big events. So two were from that. Then the other two are similar, which is giving teams that commit to being in the road all season some guarantees if they have an off night or bad luck aling the way.

I'm not sure but the tire seemed to explode and not deflate.

I can see the logic of letting the promoter add two local "promoter's choice" cars to the field. The local crowd gets to see the fastest local guys who didn't make the show... make the show.
I can see the logic of provisionals in some form for the traveling guys. Maybe that could be some type of show-up points? A guy having an off night and starting 28th usually doesn't make up a lot of ground. Give that guy some points and let him save some expense by not clogging the back of the feature race.

Need provisionals at Knoxville. Two for each sanction that participates, two Knoxville regulars, two for PA cars. We could start 32 or 34 and everyone can be warm and fuzzy and nobody gets any feelings hurt.
