It doesn't seem right, but the European LeMans Series has never competed at LeMans the track.

It's sort of like how the Lucas Oil and World of Outlaws Late Models don't compete at the World 100. The Le Mans grid is comprised almost entirely of teams from the European Le Mans Series, Asian Le Mans Series, and the World Endurance Championship, but it's a points paying race only in the World Endurance Championship.
With that said Rayhall has raced at Le Mans at least once, in the Michelin Le Mans Cup in 2018. He scored a podium in the LMP3 class. The Le Mans Cup is the undercard (similar to the Xfinity Series) for the ELMS. They race at the same tracks on the same weekend as the ELMS usually in shorter races with 2 classes (LMP3 and GT3).
