To be clear, I'm not defending tire companies or racing sanctions. I'm just saying that my experience with contracts are that any big company has enough weasel clauses written into their contracts to get out of them if they want to. Check whatever contract you signed when you paid membership dues and see if it guarantees anything.
As far as an open tire rule in the interim, I can't see how that would work unless a lot of people have tires squirrled away somewhere. If Hoosier can't get the raw materials, neither can the other race tire companies.

I agree the tire companies(company) can be free from lawsuit due to the circumstances, but so can the sanctions and racetracks if they open it up until they can catch up. Would much rather see 2 weeks of Amercian Racers and Goodyears or Chineese Specials (Open tire rule) than I would 2 weeks of no racing or 14 cars showing up. Considering the large number of rainouts in the midwest and south in March and April, this being a thing already does not bode well for May/June. Speedweeks (Indiana, Ohio, PA) are around the corner and something has to change SOON to keep them safe.

Rubber needs structure to have air filled tires. Nylon and some other materials are used. for Bias Ply.
But wait, Goodyear came out with a radial dirt tire for Bristol cup race. While Im sure they'd be well over 500 a tire. Would they work and would the be durable. They didn't seem to have a proble and them 3500pd cars actually ran pretty good.

Tire shortages are due to a shortage of shipping containers, problems getting imported raw materials and workforce disruptions due to Covid. It's a big world with a lot of moving pieces. My career was in transportation so I have sweated out getting containers to port, dispatching, and that type of thing followed by three decades of rail rating. Not claiming to be any kind of expert but I have a decent grasp of JIT inventory and global trade. Seems every time these issues come up that there isn't a good understanding of how dependent we all are on global trade and off shore production. There isn't anything one individual tire company here in the states can resolve the tire problem.

For now, race tracks and sanctioning bodies need to stay out of the tire situation. Any tire manufacturer, any compound allowed. 1 tire a night. No funding point funds, no cut to race tracks, no cut to sanctioning bodies. Tire company to racer plus tax. Thats it. Too many hands in the till and material/labor shortages.
Maybe someone else would go back to making dirt tires if they would stop making a monolpy out of one company.
Almost identical to Goodyear years ago, only tire you could run, eveybody had there hands out, tires to expensive and they made junk tires. Open it up to the market place.

If you told racers they had to put the spec tire on the right rear and anything they could find on the other 3 corners, how would the cars handle compared to using the current tire rules?

A small snip from Hoosier: (relating to quarter midget tires----but the trend is in every corner of the country)
The limited availability of Hoosier Tires at this time is real. Dealers across the country are reporting thin inventories. and Hoosier production is attempting to keep up with demand. While shortages of materials have been increasing costs, the real pressure on Hoosier is increasing demand. In the first quarter alone, demand for quarter midget tires was up 150% over normal 1st quarter sales. That is a significant increase in production that was sold and distributed over normal sales patterns in just the first three months of 2022. There should be a significant inventory of tires in the the hands of competitors versus this time last year.
What is driving the increased consumption of tires? We are seeing higher car counts and increased participation, along with a greater number of races being held. In fact, at a recent North Carolina club race there were 277 cars! These kind of exploding numbers, which we are all very excited about, are pressuring the Hoosier system which is already constrained due to material and labor shortages. However, Hoosier has made and shipped more tires in 2022 than ever before for quarter midget racing!
We are also seeing panic buying patterns, with some teams stocking up on tires for annual use. This behavior will end up impacting races and events if others have no ability to secure tires. Please bear that in mind when choosing your purchases from Hoosier dealers.

I'll answer that Murphy. It appears we've gotten off on the other BS. It shouldn't affect the cars at all just how they set them up. If they were to go with a hard right rear tire. It would become more of a deal where the driver's skill would show. What it would be like is the boss series down in Texas their rules. Allow any Tire I Believe on the front and the left rear and any Tire on the right rear as long as he's a very very hard Tire. Or something along that line and then it's open cubic inch any motor is allowed. You also have to run the wing at a certain angle. With no cockpit adjuster. I truly think it's some of the best rules in the country when it comes to sprint car racing.
