Both laws, the head and neck restraint and minimum age make sense.  I don't see where anyone would want to argue either point.  ;)

the law applies to all tracks in NJ (not sure about roadrace and drags) nice of them to give a 1 year grace peroid to the travelling series'. IMO, they should have made full containment seats madatory first....but what do i know.
