If Shrout had put some money into the place and it looked like a little Lucas Oil Speedway, would the city be so quick to turn it down? The place is a collection of trailers that look like they could disappear in less than 24 hours. The backstretch was torn down and half reassembled 3 years ago. The place looks terrible.

The complaint was about noise over 65dbl. They will cancel his Permit Oct. 1st and then they will see about changes for a new permit for 2015.
