This was a topic on Elbowsup.com. ElbowsUp is a message board that caters to the DFW racing scene. It usually is the best place to get information about happenings in Texas racing.
The topic didnot go into many details expcet for the obvious. It was a money losing situation.

Owner of the track and the promoter are 2 different people. They could work in harmony.
