Rules are rules between clubs, but I think the smaller sideboards allow driver to see more in front of car.

I am not aware of any club that allows top wings, but not nose wings. But not sure what anyone out west has for rules either. 

However, on the pavement, some teams just have a set up that does not need a nose wing. I know with our dirt mini sprint, when we switch it to pavement for the winter, we take the nose wing off. Regarless of the size of the track. Same thing with full size sprints. Some teams, and drivers, just like the set-up/ feel of the car without the nose wing. In the 410 world, most do run the nose wings, but you still see about 1/4 of the field without them. Where I am at, it is personal preference. Not rules.
