My understanding is that in 2026 charter members will (equally) share 50% of the streaming revenues. So if Flo pays $5 million for broadcast rights, the charter members will share $2.5 million. I believe the model for tow money (and other incentives) will be different for charter members also but I don't know details.

I'm not sure what you are referring to here. The 5 initial charters were awarded at the end of the 2024 season. I watched most of the 2024 races and don't recall hearing anything about provisional starts for "charter members".
Full time drivers do get provisionals. The HL rules are posted in the link below and "provisional" appears 28 times.

If you are correct and there are 10 charter members, what incentive would anyone else have to run the series full time?

There will still be tow money available to non-charter members. There are also 4 additional charters that can be awarded later. Figuring a team(s) that follows multiple seasons but doesn't earn a charter initially.

Sprintcar Unlimited
Brad and Jeremy, touched on this on one of Jeremy's recent "Deep Dives" on his youtube channel. Jeremy does a great job, plus it's free.
