How often has the World of Outlaws "Rookie of the Year" canidate ran unopposed?

if a driver runs unchallenged for rookie honors but doesn't finish the season, do they still get named Rookie of the Year?

has there ever been a year when no one ran for WoO Rookie of the Year?

twice since 2000 there have been no Rookie of the Year for WoO.  More seasons than not, there has only been 1 driver run for it, or at least run for it the entire season.
