With USAC invading California, is that the closest comparison nonwing to a rivalry like PA vs the Outlaws?  The the atmosphere anywhere near the same out there?

No. Indiana tracks might have a similar type of rivalry with the USAC as PA does with the winged traveling groups. Although there are some Cali hotdogs that have proven they can compete against the best with or without a wing I just don't see the rivalry. The fan base in all the regions would be an interesting topic for a future discussion.
