According to the WoO results in their web site. Gio Scelzi started 26th so i assume that is a provisional. He was awarded $1000 for finishing 26th. Bill Rose started 25th ended 25th and it shows no money for him.
Is it an error or is there a reason for this?

Gio actually qualified for the race but chose not to race because of track conditions. Bill took a provisional and did not advance far enough to get any money.

I find it odd that they would pay him if you didn't race, but the rules are such so be it.
