He's fun to watch on Race Monitor the first half of the race everyone is the
same speed but then with 10-15 laps to go he's all of a sudden .5 to .7 a lap
faster than everyone ahead of him.

At the 1/2 way mark he was up to third. Sounds like he was faster the whole race.
Besides, if he would not have won from 11th, soneone else would be bithing that the race was won from the front row.
