At the Outlaw shows I have been to in the last few years, it almost makes since for the fans to buy a pit pass. On two separate occasions I think it was $35 for a reserved seat, or you could upgrade to a pit pass WITH a reserved seat for $38, only 3 bucks more. We would usually watch qualifying in the pits then make it to out seats before the heat races and never go back to the pits. For only $3 extra it seemed like it was worth it to cruise the pits before the races and see the cars.

So that might contribute a LITTLE bit to the influx of people into the pits in recent years that probably have no business being there during the race program. I haven't read through every post on this thread, but I am sure someone else has pointed out that people standing around in the pits looking down and texting or trying to take a picture of something can be a problem if they aren't paying attention to cars coming onto or off the track.
