Not even close to the same. HL if they don't have a race. You can race whenever you want. Outlaws if they don't have a race you can only race 4 times without a penalty. HUGE difference!

They would not keep any drivers if they didn't allow them to race outside there series. That means as long as the HL doesn't have a race they can race elsewhere.

Once these charters take hold do you really think Flo is gonna be ok with their drivers spending a weekend on DV? I highly doubt it.

Time will tell. Nobody knows, not even you. But they will not keep there drivers if they don't and right now from top to bottom HL has the deeper roster.
