Wow... That is a new tire. It was wrapped after it was mounted, it helps slow down the curing process and keep it clean and away from air to keep it from drying out.
Honestly, 95% of the pits at any given sprint car race have no idea how to prep tires, legally. It is shame most of the sprint car world looks down on LM/Mod guys, there is something to be learned from them.

I know in racing you do anything you can to go faster but I honestly wonder if preventing atmospheric air on your tire is measurable to the point you can be convinced it is worth your time.
How do you know it works when the track may have 2 gallons more water on it tonight than last week or the humidity is 0.2 percent lower and the sun shown for 38 minutes and 28 seconds longer this after noon than last week plus the cloud cover was 18 percent more dense.

I think everyone would like to know what type of rub they used.
I honestly do not think they are doing anything to their tires because there is way too much to lose if they got caught. I do think they are just having a bit of fun with everyone.
