Has anything changed in the regulations regarding UTVs. I have a Kubota RTV (16 mph top end) and could swear I seen several of them running around last year.

I was told once that no atvs at all...I know some teams got tickets for pushing their cars from goodwills parking lot to the track with their pit carts...pretty ridiculous

Atv not the problem it's the sprint cars they have the problem with, wife works for the cop shop all the other stuff is right. Know highways, slow sign, flag, you be alright brother. Oh,insurance is good to.

Vande, do you know what a permit cost to be able to drive on the Fairgrounds? We have a couple friends who camp off of 3 and 4 at the track and it is nice to be able to buzz back and forth. Thanks.

You have to have it inspected by the City at City Hall with proof of insurance. They issue you a use permit that is good for 1 year. Contact Cheif Losada at the Police Department.

Heres what I found from 2015 document.
What are the rules about using golf carts and utility vehicles in Knoxville?
Golf carts may be used on city streets by persons possessing a valid driver's license. The golf carts shall be equipped with a slow moving vehicle sign, bicycle safety flag, and the driver must carry proof of liability insurance for the cart. Golf carts may operate on the streets only from sunrise to sunset and cannot be used on Highway 14, Lincoln Street. Utility vehicles (Mules, Gators, Raiders, etc.) may also be used if they have a City permit. Those permits are available at the Police Department for $25. Golf carts and utility vehicles are limited to carrying only as many people as there are seats. No one may ride on a lap or in the cargo area of either vehicle.
ATVs are not allowed to be driven on any City street.

I would think you should be able to drive them after the races. I mean hey, they sold u a license to drive on the fairgrounds. Why would u drive to the fairgrounds if you couldn't drove it home afterwards!
Too bad they have to be such sticklers. I understand you need some rules/laws. But sure seems over board

It's the state law regarding the operating hours, not a local ordinance. State Troopers end up writing a majority of the tickets issued that week, not the local PD or Sherriff's Office, it's a bigger pain for the local PD to write tickets than it is to give warnings (unless of course someone immediately argues with them, they probably get a ticket instead of a warning).
There wasn't an issue until probably 10 years ago when the # of golf carts exploded because even people walking a block or two starting bringing them so they wouldn't have to walk anywhere. If it were just those that actually need them (older fans or those with disabilities), I don't think there would be any issue.

I believe the permit issued from the police department for a UTV is separate from the permit issued from the race track.
Vande, Is that correct?

Two permits, one to get on the Fairgrounds and one to run on the streets. All golf carts will need one to get on Fairgounds

that's the way I understand it too.
Racetrack has run shuttles from the North Campgrounds, Full Service RV grounds and County Park in years past as well. (and really, not a long walk from any of those either).

The shuttle actually works out pretty well. We've used it for a few years to the county park. Drop off and pick up at front gate. Don't usually have to wait very long. I'm also trying to get info on mopeds. In MO they don't have to be licensed. But I think they do in IA. There's a few in the county park and all are licensed. I emailed the Knoxville Police. Hopefully I get a reponse.

They fall under motor vehicle by Iowa Law and DOT regs. Have to be licensed and insured (but you get to drive them after dark unlike a golf cart).
