I doubt it is Wertz. Legend has it he died in a canoeing accident many moons ago.

I think he's probably a disgruntled former employee of Badland's Pawn who is holding onto the dream that someday soon a miracle will happen and Chuck will take off his diaper, put down his rattle and bring back all of his Badland's themed businesses to the Sioux Falls Area and everyone will live happily ever after.
