I need to mount a Fuel Safe tail tank in a frame that only has the ATL lower mounts. Does anyone make a mounting bracket to do this that they sell commercially? Thanks.

That will work for the upper front mounts, but that will not bolt to the torsion tube for the lower mounts. You will need to order a tab, we offer them at Speedway Motors under part number 91637054. This is the lower tab for the torion tubes. What I would do is mount the tank (empty, of course) in the car with the upper mounts, then bolt these tabs to the tank so they set where they should be on the torsion tubes, and tack weld them to the torsion tubes. Then take the tank off and finish welding them. Or you can have a chassis repair shop do it of you have one locally.

Try part number 94612228 from Speedway. Doesnt look like you have to weld anything.
