consult the Knoxville Police Dept. or the city. Code changed a few years back to allow UTV's, but I don't think 4 wheelers were part of it.
I do know IF it is allowed, you must submit it to the city for inspection, purchase a permit to operate in the street (cannot drive them down Highway 14 in front of the track), can't drive them after dusk, must have a slow moving vehicle sign and an orange flag, and must provide and carry proof of insurance before a permit will be issued. Golf Carts and UTV's have these rules as well.

From Knoxville Police website..
5.May I drive a golf cart, utility vehicle, or ATV in the City?
Golf carts may be used on city streets by persons possessing a valid driver's license. However, a golf cart shall not be operated upon a State highway including Lincoln Street and Business 92 (W. Pleasant from Roche to Main). Golf carts shall be equipped with a slow moving vehicle sign and a bicycle safety flag and only operate on the streets only from sunrise to sunset. All golf cart operators must also have proof of liability insurance for the golf cart. All-terrain vehicles and utility vehicles (Mules, Gators, Raiders, etc.) are not allowed on any street, sidewalk, or right-of-way.

As Vande says the best bet is to just call them.

I have taken a Polaris Ranger the last three years and drove evrywhere but on 14. I have purchased a permit for $25, had an inspection only the first time since it was the same vehicle and I have insurance on it and proof. 4-wheelers are a NO GO. Golf carts and UTVs only.
