2 of the 10 wins by the regulars were in 1998 and 2008 when the race was rained out and run under a reduced purse without the Outlaws.
So it's really 16-8 Outlaws since 1989.

True. Still, a Pennsylvania driver won it. I did not count those wins in the overall total since 2000.

You have Steve smith and Doug Wolfgang as 3 time winners. I think Lance Dewease also has 3 wins. He won in the Dwyer 461, the Harz 88 and Hamilton 77 if I remember right.
