How does the World of Outlaws determine who participates in the dash event? Is it done by the top 2 finishers of each heat, or are the participants of the dash dertermined by the best qualifying times? Does this ever vary from track to track, or night to night?

Depends on how many heats. If there are 3 heats, the top 5 in qualifying that transfer to the A out of their heat and then the 3 heat winners. If someone in the top 5 in qualifying win there heat then the next top qualifier that transferred to the A will be in the dash. If there are 4 heats it works same way, heat winners and top 4 qualifiers that advanced to A.
