I'm wondering if anyone has the criteria handy for this award. Justin Barger has dominated 360 competition in upstate New York with the ESS, Patriot Sprints, etc. while running a 410 here and there for the better part of the last 5 years, including qualifying for both nights of the National Open last year. This year is Justin's first FULL-TIME year in 410 racing and he has surpassed Rick Lafferty of New Jersey as the farthest traveling Pennsylvania Posse member coming to Williams Grove and Port Royal every week from Montrose, New York. He picked up his 1st career 410 win last night in a GREAT race at Susky. Is he eligible for the National Sprint Car Rookie of the Year in the 410 category, even though he's ran a 410 occasionally at best for about 5 years.

Austin Hogue on the other hand ran his 410 race ever this year in the Icebreaker and is a true rookie in the 410 class. He also has a win this year and has been very impressive.

Couldn't find much.  From NSCHOF:

1. Award Category (by each sub-panel):

f. Rookie of the Year: Drivers that have not competed in this division prior to July 1 of the previous calendar year.

C. The North American Sprint Car Poll voting panels shall nominate and select eligible candidates according to the following sprint car racing criteria:

1. Award Category (by each sub-panel):

f. Rookie of the Year:     The driver, in his/her first full year of sprint car racing,  who has shown the most potential for future competitiveness.

I would think Freddie Rahmer has a shot.

Correct fuckfly, Faster Freddie has a shot but, if anyone in this area is a lock, it's Austin Hoggie...

Opinions may vary...

Freddie Rahmer times well and if he starts on the front row in his heat he will win it. But he struggles come feature time. His last name will help him in this award, regardless he has a very, very bright future ahead of him.
