Any other info on this? Was this a lap time when out there by himself or with other cars? What size track? I assume your using a track time from the Outlaws when they were at the track at a different time? Track conditions can make a big difference in lap time as well, I've seen sprints race on a track that the quick time record stood for years and the track was heavy and half the qualifying field broke the old record in 1 night, so is a lap time on a different night really apples to apples?
The problem is that most guys don't race to brag that they had a car fast enough to pass the last place guy, they want to compete with equipment that is as competetive as the rest of the field. The day that that motor can run a laptime that is the same as the top guy is the day you may see someone try to use that motor against top notch competition. The thing is throughout the years its all been tried, if there was something more competitive they would be using it.
