Award points for everything - time trials (24 points for quicktime and go down by 1 per position down to 24th position) 20 points for heat race win and down 2 per finishing position and give them an extra point for each car passed - eliminate the DASH - invert 6 in the heats and only take 5 (4 heat format) or invert 8 and take 6 (3 heat format) - must finish top 4 (4 heat format) or top 5 (3 heat format) to get your time-spot for the invert.
Still award the same points as current for the feature bud add points for each car passed in the feature (so a guy starting 20th that gets up to 6th gets some extra points for actually RACING.
Will there still be cars that try to "sandbag" to hit the 8 invert in the feature? Yep, but trying to be in that top 8 will be a lot harder than trying to be in teh top 12-16 currently.
Cars running for the Championship HAVE to race hard if they get points for everything.
Eliminate Double-File restarts alltogether (they are exciting for a lap or two, but they hurt the overall race because it takes longer for the leaders to catch traffic)

I think something along the lines of this would probably play best - points every time they're on the track.
However, not sure I like the idea of still having a fixed number of qualifiers from each heat. If you're giving points, take the top 18 or 20 or whatever through the heats and line up straight by points in the feature. Break ties by either passing point total or quicker qualifying lap.
Knoxville's had it right for the Nationals format for years and has tweaked it over the past few years to still allow the cream to rise ot the top and also give the fans a hell of a show.

Only problem with using only points is it getting confusing for the fans.
I went to an ASCS show where of the guys that finished 2nd in the 4 heats, 1 made the A (midpack), 1 was on the front of the B and the other 2 were in row 5 of the B. Makes it hard to explain to a newbie why someone that ran up front in a race to qualify for the main didn't. Plus, it's just a matter of time before someone runs 5th and makes the main while someone that runs in front of them in the same race doesn't make the main. You have to keep it simple in how to qualify or you lose the "casual fans" and are only left with the hardcore (and there aren't enough of those anymore to pay the bills).

Now that were getting into the season more, switch to Port Royals format. Where if a non winner has won his heat/or at least qualified, they get to pick a pill from the top 8 or 10 I believe. And ant previous winner who qualifya, can't start better than 8/10/12, one of the three I can't remember. I personally think it's stupid for local racing, but would be good for the Outlaws, because of everybody being so equal, the constant winners (Pittman,schatz,etc) would have to fight for a win not just start first and walk away. If any of that format is wrong and you're from Pa, please change what I did, but sounds like a good way to me.

You adopt the ASCS format, and do away with time trials. Then the winners will have to PASS somone to win.....what a concept!!!!

They abandoned that format because it penalized you too much for winning a feature.

Husets tried running a hard tire couple years ago, it laid rubber nearly every night, hard tire = tire spin, didn't save the racers any money as was the plan, they still had bald tires every night. As said previously best answer to better racing is shrink the wings and tire widths, but that is going to cost teams tons of money buying all new wings, and stuck trying to get rid of all their current top wings, and bunch of wheels that will now be obsolete. Damned if you do, Damned if you don't.

I'm guessing shrinking the tire width will also create more tire spin, which will in turn put more rubber on the track. I vote to keep it as it is. I see both good and bad races as the season wears on.
