Could someone explain how the lineups for Chili Bowl heats are set? Is it based on TT's?

Loose is when you hit the wall with the rear of the
car, tight is when you hit the wall with the front of
the car. Horsepower is how fast you hit the wall and
torque is how far you move the wall.

...Me thinks the promoters have something to do with it...notice how almost every heat has ONE or two "names" in it...EVERY YEAR!!!
