As I live in Knoxville, I can tell you what I understand them to be but the best thing for you is to call Knoxville Police at:641-828-0541. Just to cover yourself and be sure. I know the Sherrif and most of the officers I am familar with and I don't think you will find them as bad as everyone makes them out to be if you are somewhat calm and law abiding. I don't think they purposely look for people to write up and hassle.
I understand you need to be of driving age with a valid license, you need a triangle sign like the Amish have on their wagons, and you need one of these little triangular orange flags mounted on a pole in back. As for streets. You can drive them on any city streets except the two mail avenues, Lincoln(Highway 14) that passes North and South in front of the track, and Pleasant (HWY 92) that travels East and West just South of the track and in front of the VA, Cone Corner, etc. You may cross those streets on your cart but not drive down them. I hope this helps and if there is anything I might have missed please feel free to add it for the benefit of any of our visitors. Now, let's get it on!!
My wife told me if I went to one more Sprint Car race
she would leave me.................I'm sure gonna miss
that ol' gal.

you can't drive on the sidewalks or city right of way (between the sidewalk and street).
I believe PROOF OF INSURANCE is now state mandated as well for golf cart use on city streets.
Check with the track office on whether or not you can use them on the raceway grounds (I believe you have to have a sticker to be allowed to drive on the gounds with one).

You can buy track sticker at the ticket office. I paid $25 last year which allows you to go anywhere on race grounds. You also have to have lights for night travel although I heard last year that golf carts can't be on city streets after dark? I drove after dark anyways on side streets. (kept my lights off!)

From the City of Knoxville website, www.knoxvilleia.gov:
May I drive a golf cart, utility vehicle, or ATV in the City? Golf carts may be used on city streets by persons possessing a valid driver's license. However, a golf cart shall not be operated upon a State highway including Lincoln Street and Business 92 (W. Pleasant from Roche to Main). Golf carts shall be equipped with a slow moving vehicle sign and a bicycle safety flag and only operate on the streets only from sunrise to sunset. All golf cart operators must also have proof of liability insurance for the golf cart. All-terrain vehicles and utility vehicles (Mules, Gators, Raiders, etc.) are not allowed on any street, sidewalk, or right-of-way.

Knoxville Raceway golf cart stickers are available at the ticket office for $20. Proof of insurance may be required there as well.
