Because there is actual passing at Chico, and its a tradition there.

Fair point on the passing, but Chico is a dump, and the tradition is dying there.

Maybe it's just me but it sure seems like things went down hill quite quickly after the Padjen's left Chico.

Only 21 cars because like the Grove and Knoxville, you have to have a massive motor to run with the big boys. When the Outlaws venture out to Chico, Antioch, Attica, Lincoln, etc. the locals come out in bunches and always represent their area well.
