I don't follow IRL too much but is that a modified? Open wheels on the fronts?

That is the new DW12 (named after Dan Wheldon) chassis that all Indycars run now. The rear wheels are enclosed like that in an attempt to prevent cars from going air born if contact is made between the front and rear of a car.
Sometime in the future there is supposed to be the option of aero kits to add to these cars (that can be made by manufactures and race teams) that will change the looks and aerodynamics of the nose wing, sidepods and rear wing in order to prevent the chassis from being a completely spec chassis. So far they haven't done so though because of the owners complaining about cost.

You got it Randy. E Penthouse. This is during qualifying. Uh, oh. Now my secret is out. See y'all up there next year. Get their early to get down low. There are a couple of other tricks. Not all of E is good for these shots.
