I'd say they are just collecting their tow money. Beings there were only 22 cars, they simply pull the back up car down and have Paul qualify it and then start the A main and bingo.....$800.00 in your pocket. Even if they had to buy Paul's license of $125.00 they are still $675.00 ahead.
