I recently noticed guys running long heims on the front shocks and was curious what that was for?

If that's the part, it's a simple shock extender. It allows the user to use a 7" shock on a cat that's built for 9' shocks, or to allow more travel when your shocks are extended. But it can cause shock to bottom out, too.
