Yes, I've seen RV's camp there before, both behind the grandstands (near the pits) and also outside turn 2 in the big grassy parking lot. I don't know if they charge, I doubt it. I'm not sure if there's any electic hook up or not. Look at thier website and you can see a few photos of how the track/grounds are layed out www.ricelakespeedway.net
There is no tiered parking around the track, only bleachers. It's a pretty nice facility, they've done alot to it the past 10 years or so. Pretty good banking and the IRA has always put on a good show there. I like going there and am looking forward to the race this weekend. Personally, I like sitting in turn 1 and watching the sprints come screaming down the front stretch and pitching it into turn 1.
