I thought once you were out of a race, you were done. Is it normal for a car to come out 8 laps down and turn two laps so slow that they almost get lapped in order to pick up a few spots. Is this NASCAR now?

As long as the car doesn't leave the work area (the 91 didn't), it can come back out during any subsequent caution/red flag.

dangerous practice at the speeds the COMPETITORS were turning...and he was lapped by the top cars before exiting and the slow moving CLOG on the track did require evasive action from cars that were in fact moving forward thru the field.
Lincoln 1845 ft/.35 mile T1=118MPH
Eldora 2287 ft/.43mile T3=135MPH
Port 2716 ft/.51 mile T3=TBD
Grove 2792 ft/.53 mile T3=135MPH

Wow, I know for a regular show, you're more than 1 lap down. I guess the WOO have different rules, rules that should be changed for safety's sake and just plain common sense.

Thanks for the reply. In this instance it just seemed really unsafe as he was getting lapped while completing his 2nd lap at a very slow speed.
