sounds like anyone running an outlaw race in 2010 will be forced to buy $125 membership,between that and the tires should chase away any locals-but maybe thats what they want?

Well, it looks like driver membership is mandatory, but there are certain benefits to having a memebership......

Seems like a fair deal ... $125 one time payment for a half a million in insurance.
Among the benefits of being a DIRTcar Member, is increased insurance coverage, with all Members participating at a World of Outlaws Sprint Series or DIRTcar sanctioned event included in DIRTcar Racing’s expanded Participant Accident Coverage program of $500,000.

So if you want to run one WoO race, you pay $125 and if you get hurt at that same race you get up to $500,000 in insurance, or would this cover you at ANY race for the rest of 2010?

Gotta be a DirtCar(WoO) event....
From the press release...

And IMO, this is not a big deal. Many years ago, NARC used to charge an annual owners or crewman membership fee. And I'm sure that other racing organizations charge a membership fee to allow participation in their events.
And this is in addition to a pit pass; USAC has charged an entry fee for the car for years, in addition to pit passes for driver, owner, and crew.
