Johnny Gibson was only doing internet broadcasting last night. Dennis Gage is the house announcer for the Gold Cup week.
It IS a sanctioned event with the WoO with special considerations. WoO technical rules are in effect, meaning different wing specs from what California teams have. Also, the WoO allows a slightly softer tire on the right rear.WoO officials run the program from a competitive standpoint.
Event points are awarded and teams are split up into two evenly divided night for prelims, much like the Knoxville format. The actual format is pretty much what you see at a typical WoO show on those prelim nights with heats having an invert of six and five transfers, a typical WoO Dash and B and C Mains which are set up by time trials. Saturday night is all features lines up stright by points.
The reason WoO only gives season points equally for this event is because of the format deviation from a regular WoO event. It's what they did when they sanctioned Knoxville, too. Basically everybody gets the same number of points.
Hope this answers some questions.

Disagree.
The Padjen site is one to appreciate, the live results are posted within a reasonable amount of time from the event and the line-ups are quite clear. Been using it for some time and this fan uses it and would hope it never changes.
