I was wondering when is a lap considered completed? When the leader crosses the start finish line or the last car. Just wondering when there is an accident it reverts to the last completed lap so so if it happens after the leader crosses the line but not the rest of the pact,is that the completed lap or does it go back one. Thanks for the info.

Some tracks go back to the last completed lap; some use the "split yellow" that you describe.
Ask USAC what Perris does...

Depends on the track or sanction. That's why they each have rules and if you want to in particular, contact the appropriate people.
