I agree. The article is about midget racing and how the numbers don't really pan out for it to work well. It goes on to say that winged sprint car numbers do sort of work out, mainly because they are raced at so many different tracks.
I think the author stopped short in talking about the number of sprint car tracks. The numbers are declining. At various times during the last couple of decades, my sprint car racing fan options were pretty good. Within a two hour drive from my house, 7 tracks ran winged sprints weekly and 6 tracks ran them a couple times a year. We're now down to 2 tracks weekly and 5 tracks occasionally. 3 of the tracks are gone. I feel like ever time someone takes sprint car racing to the next level, local, grassroots racing loses a bit.

Your last sentence speaks volumes for the push and pull of the sport. How can it move forward without increasing purses, exposure, etc? Yet, when it does move forward, and does go to the next level, the local racing suffers therefore creating an environment where those tracks cannot survive on a week or 2 per year. Great way to put it

Its true, look at what has happened to local LM racing over time. As the National tours have gotten bigger, the local racing has suffered.
