He became ineligible when he made the trip to Jefferson speedway for the race promoted by Terry McCarl last spring whenever that race was.  Rules are rules.  Ya can't change them up on the fly.

PPM has not missed any WoO events, but is not currently a Platinum WoO member, correct?  He isn't listed as one. 

Others have raced outside the WoO bubble this year.  Bill Rose ran his traditional sprint last week, Gravel missed an entire event (NASCAR?), but both are still Platinum WoO drivers, correct?

I do not believe PPM is a Platinum member due to racing at Parks Jefferson.  Because the Outlaws do not race there, Platinum members would not be eligible to race without special permission, which I doubt would have been given.  

Rose did not violate this rule because he raced a non-wing race, drivers are allowed to participate in other forms of dirt track racing outside of the Outlaw schedule (Pittman and Macedo doing midget week) just can't be a sprint car I believe. 

I'm not for sure about the Gravel situation, I know the car has been at every Outlaw race and is still eligible for provisionals I believe.
