According to the WOO website, Grays Harbor only paid $8000 to win instead of the usual $10,000. They had a great crowd and charged $37 for adults and an additional $10 for “premium seating.” Is there an explanation for this?

Not sure if things have changed or not, but for a long while the Outlaws had different purse structures for weekend and weeknight shows. At one point I believe it was any Friday or Saturday (and possibly Sunday) show had to pay $10,000, any other night of the week they only had to pay $6,000 to win.
I am sure Johnny will be able to elaborate more on this and what the exact stipulations are as of now.

I guess it depends on the 'contract' that the Outlaws have with the track.
There was an option for mid-week shows to be 6k to win, instead of the typical 10k to win 1 day show. I have not seen this purse in 2018 or 2019.
The 8k purse you mention is sometimes used for a 1st day at a track of a multi-day stop at a track.
In 2018 & 2019, there has been single day shows using this purse...

Per Johnny Gibson the only 2 single day events that pay a reduced purse in 2019 are Grays Harbor and Willamette.
I get Williamette, it’s a small track in the middle of Oregon without a local base of sprint car fans. Grays Harbor makes no sense given the last few years they’ve gotten good crowds and it shares the same promoters as Skagit. It’s also a sprint car track.

Also I don’t think the 6k purse exists anymore. The reduced purse is now 8k and 37k total per Bill V which is still about 12k more than a base All Star or pa Speedweeks purse.

I've been to the Willamette shows for three years now, and the crowd has been bigger each year. Last night it was $40 for GA and $15 for kids, even toddlers. I don't get why if WoO is going to go to the effort of promoting these shows out in the hinterland of the PNW (which I appreciate), the teams have to get squeezed. But this helps make sense of why it is just the full timers that are bothering with these races and car counts have dwindled.

Doesn't the track set the purse? I know in a sense the Outlaws give them the options but I believe the track is the one who can say we will have a $10k show.

I'm very sure the track can add anything they like to the minimum purse. I am as equally sure they can not reduce the minimum purse by any amount.

I believe that is correct. If it is a weekday they have the option to set it to $8000 and go up from there. The track also sets the admission price so it is not like the Outlaws are telling the tracks what to charge admission wise. I have seen many people complain this past week on here & social media about the car count out west & the purse.
However it seems like it is a simple case of supply & demand. The track supplied the fans with however many drivers (20 or less) but people at those tracks paid the admission price to attend. They have also done this for the past few years so apparently the price & supply meets the demand. Now if they had other 410 sprint car races this year that had 30+ and the price was lower and the attendance was better, then there might be a problem. But that is not the case
