Picasa is a free download program and part of Google I think. It might be worth downloading it to give it try.
Yes you should be able to change your scanner resolution 100/150 should be good enough. You might even go lower. If you get to low you start getting pixelly and if someone wants to blow up a photo it will not work. The higher the resolution the better for that.

I keep trying the different resolutions until I got to one that would go with the message. It would not go at 200 so I keep going down until I got to 100 and it would go. I do not know anything about computers or scanners but if I bought a better scanner or had my computer up-graded good I send the pictures at 200 resolutions?

I don't really know anything either guys. I only learned what i know so I could look and post stuff here. It kinda grew from there.
This is the place I go when I can't get things through , it's free also and easy as well. I'll do the video on getting things downsized and posted today, when the wife wakes up and gets on the phone with the kiddos. LOL

These computers and all have changed quite a bit over the years. Upgrades are necessary to keep up with the times. But I'm not sure that your scanner or computer have to do with not being able to send 200 resolution photos. The speed of you computer is a big factor in the performance so maybe it does affect sending photos?
If you have to buy ink for your scanner/printer, notice the ink is sometimes as high or not far from being able to buy a new updated printer/scanner. It is crazy. Of course not the higher dollar scanners/printers but the more common 59.95 to 79.95 ones. So if your scanner/printer is a couple of years old a updated version maybe the way the to go. But then it might be a learning experience all over again. The older I get the more I understand my comfort zone and change, LOL.
