Can someone tell me where a good base line is to start with the size of tires and gears for a 86/40 sprint car running a 3/8 mile track with little banking.

Well it depends on wingcar or nonwing car, Baseline for a winged car and i assume you are referring to stager as size of tires if so you would run about 15inches ,17inches if the track is tight cornered and 3inch off set or measure from frame or shock tower about 18 to 18 1/2 inches to center of tire. Now non wing a good rule thumb or my rule of thumb is about 6inches less so 9inches,Tight cornered 11inches and 2inch off set or 19 to 19 1/2 inches from frame, Also wheels are made in different sizes and off sets i run on wing car 6off set 17's Right rears but also have 18 wide to with long spline axle, Left rears are 5off set 15 wide and 16.
