It is presented by comp cams, but, maybe the track? Who normally puts up a purse? Serious question.

I'd say in the vast majority of short track racing the purse is put up by the track who in turn hope and pray that enough people show up to watch to cover it. It's a crapshoot for track owner/promotor at where to set ticket prices, they want it high enough to cover expenses and hopefully make a little yet not so high to keep people away

Cody Sommer is the promoter, who I believe is in a lease to own agreement with mansfield. Im sure Comp Cams and other various sponsors are pitching in. I was looking on the website the other day... They built 16 of those backstretch "suites." Only 8 were still available. At $1,500 per thats $12k in his pocket towards the purse, minus the cost to build those glorified tree forts they are calling "suites." That doesnt include any sales from the actual suites on the front stretch or any ticket sales. Total purse is around $255,000.
