Cars were stopped for a red flag situation. There was an 'open red' (crews allowed to their cars). USAC has a rule that states crew members must leave their cars when a horn is sounded. If they don't leave within one minute of the horn sounding, any car(s) that has crew members still at their car, that car has to restart at the tail. Sherman's crew not only failed to leave when the horn sounded, they continued to hang around the car until an official had to come to them and tell them to leave. Thus the penalty.
