The reason Hales Corners looked so bad in 2001, is that the local politicians had been trying to close the place for 20 years. They spent decades trying in vain to find another place to build a new track. Now their weekly Late Model racers are hauling all the way up to Sheboygan to race.
I suppose the track owners felt fixing up a doomed track would be a waste of money.
