How does the WoO determine whether or not to have a fuel red? I looked in the rules and didn't see anything that suggests how they determine to have the red, only what is allowed during the red and how long it will last.

There is a predetermined amount of combined laps (green flag and caution) told to the drivers durring the drivers meeting before every race. Once that number is reached there is a red flag thrown for a fuel stop. I do think that rule can be adapted on the fly depending on several circumstances.
It goes something like this in the drivers meeting "tonights combined lap count for the feature is 80 laps, please fill your tanks."

When the cars fire off for feature we set stopwatch for 35 minutes and if a yellow or red happens close to the end we make a call at that point. The size of track has a lot to do with it too, as fuel burn is higher on bigger tracks.
But we’ve actually yet to have it happen in three full seasons of Sprint Car Bandits competition...but we are prepared for it if it does.

I don't know what the WoO lap count is and I'm sure it varies depending on the size of the track. But let's take Keyboards example. Let's say last night it was (80) laps. They count both green and yellow laps in that (80). If, when they reach lap (80) they're still running under green, they will not throw a red for fuel, they will keep racing until they do have a caution or the race ends under green. If they have a caution after lap (80) and before the race is complete, they will then throw a red and refuel. If they are running under caution when they hit lap (80), which is what happened last night, then they throw the red and fuel up. Some tracks use a lap count and some tracks use a clock and go "x" amount of minutes and then the procedure is the same. Johnny G. can correct me if I'm wrong but the red for fuel will only come out once they have hit their lap count while under caution or have a caution after they hit their lap count. It so happens that last night Aaron Reutzel (sp) ran out just before they hit their lap count and they made the correct call and it just happened to bite him in the ass. So basically, you need to make sure you have enough fuel to at least make it to their designated lap count...z

Z-man--we'll actualy go red under caution when it becomes apparent that we can't finish the race before getting to "the number". For instance: Number of combined laps green & yellow is 65. We have a caution with 10 to go, and we've run 55 combined green & yellow to that point. We know we'll run at least one lap under caution, so that would put us at 66 total at the checkered. We go red at that point. The "total lap count" starts when the first car pushes for the A, and includes the line-up and 4 wide laps.
